You are correct that to make your TracRac tonneau cover compatible, all you would need to do is add the base rails and swap out the feet (modular sliders as Thule calls them). Since the coupler height picture you sent in isn't with the trailer level it's hard to say what rise or drop you'd need. Typically you take the distance from bottom of coupler lip to ground compared to distance from top of hitch opening down to ground. Using your two figures of 20 inch on the hitch and 23 on the coupler you'd need a rise of 3 inches. But without the trailer being level I can't really recommend that.

By trying a second trailer, you've pretty well eliminated your tow vehicle as being the issue. My suspicion is that the trailer connector on the trailer is either damaged or corroded which is preventing the signal from the brake controller from reaching the trailer brakes. The fact that the brakes work normally with the break away pin pulled would tend to back this up, as the break away system connects in downstream of the trailer connector. I have a solution for you. Unfortunately, the Yakima towers and crossbars from the Prius will not be compatible on your 2020 Chevy Silverado. However, the kayak cradles may be compatible with some alternative roof rack crossbars (depending on the make and model of cradles).

It is possible to add a second spring and this will help some with the added weight but the best option would be to purchase a new dual set. The second spring is really just an additional cable for security.
